The Energy Bill unveiled in July, will, if enacted in its current form, represent a major plank in the rapidly evolving UK offshore petroleum regulatory system.

The Energy Bill seeks to establish the Oil and Gas Authority as autonomous regulator under broad Department of Energy and Climate Change (DECC) control; create a new non-binding dispute resolution system; provide the OGA with broad power to ensure that petroleum related information and samples are preserved; to allow OGA to attend meetings bearing on maximising economic recovery (MER); to allow the OGA to sanction infractions of the MER strategy and much else. This new draft legislation is key to the future of the UKCS.
