Ed Miliband is planning a major overhaul of energy market rules to encourage more wind and solar farm developments in the south of England.
The Energy Secretary wants to reduce so-called transmission charges for renewable energy projects in the south, making it more attractive for developers to build closer to power-hungry cities.
He is also proposing higher charges for developers in northern areas or offshore to discourage them building in remote locations.
The move could accelerate the growth of low carbon energy in southern England but see a surge in wind turbines and solar farms in rural areas.
The new proposals come after Mr Miliband scrapped controversial zonal pricing. The plans would have achieved the same goal by pushing up energy bills for southern consumers and businesses, while lowering them in the north.
However, it was scrapped on Thursday after he deemed it too complex and risky.
