The European Union’s Import Control System 2 (ICS2) will be in operation later this year for goods entering the European Union. 

ICS2 is designed to enhance the safety and security of goods entering the EU and an Entry Summary Declaration (ENS) must now be submitted as part of an Enveloppe Logistique Obligatoire (ELO) filing. 

The carrier of the goods is responsible for ensuring compliance and failure to comply may result in delays, fines, or refusal of entry at EU borders.

From 1st September, the ELO will be mandatory for ferry check-in and an ICS2 declaration must be submitted first. 

The process will help better identify high-risk consignments and intervene at the most appropriate point in the supply chain, while facilitating legitimate flow of goods.
