Scarf, the Scottish charity and social enterprise, has been appointed to manage delivery of the Energy Efficient Scotland: Area Based Scheme (EES: ABS) in Moray.
The scheme supports eligible households with free or discounted energy efficiency and renewable energy improvements.
It’s funded by the Scottish Government and delivered in partnership with Moray Council and Home Energy Scotland. Eligible homes across Moray can benefit from measures including wall insulation, solar panels, battery storage, and air source heat pumps. These measures will help residents reduce energy bills, cut carbon emissions, and keep their homes warm.
Scarf’s progress towards this is already significant. Since 2023, Scarf has facilitated over £2.1 million in ECO4 Flex funding across Moray, supporting 114 households with fully funded retrofit measures. These upgrades have delivered annual energy bill savings of more than £200,000, demonstrating the benefits of locally managed energy efficiency initiatives.

The scheme uses a ‘fabric first’ approach, prioritising insulation before renewable technologies to ensure maximum impact on comfort and running costs. Scarf will work with approved contractors, Diversity Energy Solutions and Boiler Genie, to carry out surveys, offer tailored recommendations, and complete installations.
Homeowners in eligible areas will receive a letter outlining the measures available and instructions on how to register interest.
